The reporter recently got an information from Jiangsu Agriculture Office and Fincance Office that Jiangsu province has made many scientific normative rules and regulations on controlling subsidies procedures of grain cotton varieties.

This year's implenmentation plan stipulated clearly: in 2009 the subsidies of paddy rice,corn,and cotton varieties should insist on open policy, overall cover, and straight to person. That is, publish the policy, measures, area, farmer list, standards, money and so on to the society; give full subsidies to farmers planting the paddy rice, corn and cotton in accordance with their planting area; the subsidies money should send straightly to person through deposit book in order to insure farmer's profit; subsidies standard is 15 yuan per mu for paddy rice and cotton, 10 yuan per mu for corn; the subsidies cover 13 cities and underling farmland of labor reeducation and jail systems.
